Imprisonment isn't exactly what I'm aiming for either. But we can't leave them and there isn't a legal recourse that I expect would work.

Well, legal recourse isn't going to work once they're broken out, no. Otherwise we'd have great leverage. No one likes it when their cops starts imprisoning people for no reason.

None of the welcoming speeches I got when I came to this city said anything about magic-users not being allowed. Just not to use magic. Distinctions like that are important.
